Fishermen reported large numbers of dead yellow-fin tuna, small sharks and other fish in a 500-600 sq km (200-230 sq mile) area off the coast of the eastern province of Zhejiang this month, it said.
Investigators, so far, are baffled.
Xinhua said none of the usual causes - red tides or oil spills - had been detected and there were no indications of anything unusual in the water.
Some experts thought some kind of bacteria might be responsible, but investigators had not yet been able to substantiate that, the news agency said.
