The EPA's new rule changes would let utilities produce more electricity - and burn more fuel - by easing baseline requirements for pollutants that otherwise would require new controls.
US utilities and industrial facilities have long protested the current rules because they restrict what the firms can do to enlarge or upgrade plants before they have to install costly equipment to control smog, acid rain and soot.
