"The environmental clean-up should be made through state firms that would take parts of the areas (held by coal mines)," Finance Minister Bohuslav Sobotka told a news conference after a weekly cabinet meeting.

The state has majority stakes in Severoceske Doly and Sokolovska Uhelna, and holds a large minority stake in OKD. State-controlled power producer CEZ also holds a stake in Severoceske Doly.

Brown and black coal is the dominant power fuel in the Czech Republic despite the recent launch of the country's second nuclear power plant.

The Czechs are one of the 10 mainly east European countries scheduled to enter the EU in May 2004.
