People are evacuated in Tlacotalpan September 6, 2010.

After weeks of heavy rain in several states, rivers overflooded, leaving thousands of flood victims with damaged houses and destroyed crops.

The National Weather Service issued an alert for Tamaulipas and the state of Veracruz for Hermine, the eighth named storm of the Atlantic hurricane season as it may bring torrential rains and reach hurricane strength before it makes landfall on Monday night.
