Fishing boats sit idle in the Galicien port de Marin, May 28, 2002. European Commission plans to shake up Europe's common fisheries policy came under renewed attack from Spanish EU executive vice-president Loyola de Palacio. The proposals have sparked angry opposition from Spain, home to almost a third of the blocs trawlermen and main beneficiary of the current one billion euro a year fisheries policy.
