A flotilla of boats led by the flagship Rainbow Warrior of the environmental group Greenpeace circled Pacific Teal and her sister ship Pacific Pintail, both carrying shipments of nuclear waste, as they arrived at their destination after a controversial two-month journey from Japan.

Environmentalists and national governments from New Zealand to Ireland feared the cargo of potentially weapons-usable MOX - mixed uranium and plutonium oxide fuel - could prove an attractive booty to terrorists on the high seas.
